What You Are Seeing?

In order to use the TeamCityPullRequestInfo you need to create a property in your TeamCity instance for "GIT_BRANCH" which pulls the %vcsroot.branch% value.

What is Expected?

You shouldn't need to create any properties and Cake should use the inbuild TeamCity properties exposed through #3113
