Rename UpdateNodeConfigurationController to NodeConfigurationReconciler
Only use controller-runtime with NodeConfigurationReconciler for now
Removes use of channels and MaybeNotify when the cluster config is changed, replaced by controller-runtime's Manager which watches for changes exclusively on the k8sd-config ConfigMap
