When I run the last remaining failing test locally, fwiw, the failing portion of this test has been removed on tendermint master #6684 |

Can't wait till 0.35 is released and the SDK updates. I wish it was already there. That would save us this intermediate step. |

Description
The most recent version of the cosmos-sdk is based on v0.34.12 of tendermint, so along with tendermint master #534, we also need a version that is based on an older version of tendermint. This PR applies all of the changes introduced in #534, but starting off using the v0.34.12 branch of tendermint.
I figured after reviewing, we can merge this and create a tagged version for our fork of the sdk to use.
