Chef Environment Cookbooks are unnecessarily capitalized

Describe the bug

Chef environment cookbooks pins have the first letter of the cookbook automatically capitalized. Desired outcome is to have to case processing on the cookbook names as created.

To Reproduce

Steps to reproduce the behavior:

• Infrastructure
• Chef Servers
• Enviornments
• Constraints

Observe names of cookbooks are capitalized.

Expected behavior

No case processing on cookbook names.
