Update to use latest version of pshtt #31

The latest version of pshtt correctly handles websites that require client certificates.

This will also pick up the latest 18F/domain-scan when the Docker image is rebuilt.

The differences between 0.6.0 and 0.6.1 are purely cosmetic, but we
may as well be current.
