Versions 5.7.x of Jupyter Notebooks (the
notebookpackage) are incompatible with this setting in our notebook_config:civis-jupyter-notebook/civis_jupyter_notebooks/notebook_config.py

The issue is this bug which is currently slated to be fixed in version 5.8.
