Noble (Ubuntu 24.04) by default uses Python 3.12 which doesn't work for CKAN at this stage.

Update for #24
Noble (Ubuntu 24.04) by default uses Python 3.12 which doesn't work for CKAN at this stage. This PR updates the Dockerfile to install Python 3.11 in the python virtual environment for CKAN and DataPusher rather than use Python 3.12 to build the Deb package
