Provide a description of the task

Plugins created by the tool could be described the same way as official CKEditor 5 plugins. See for examples:

We have a guide (https://ckeditor5.github.io/docs/nightly/ckeditor5/latest/framework/guides/contributing/package-metadata.html) about creating this file. Hence it should not be a problem for developers to fill the file.
