Bumps the github.com/docker/distribution dependency to v2.8.2 to address CVE-2023-2253
Why Is This PR Valuable?
Vulnerability scans against the CF CLI will no longer be flagged for CVE-2023-2253

How Urgent Is The Change?
It would be helpful to get this merged + released so we can update the vendored cf-cli package in our boshreleases.
