Baseline_tilted trackerPhase2 geometry

This PR is introducing the xmls intended to describe the phase2 tracker baseline for the next TDR (tilted version of the barrel).
This geometry is being worked in 62XSLHCdev , so no workflows running yet in 76X but this PR is avoiding the divergence between SLHCdev and 76X before the final migration.
This should not have any impact on any existing scenarios
The corresponding PR in SLHCdev is PR #10920
