For #11374 690d7da

Another bug fix for an infinite loop in ECAL multifit. #11369 and #11375 are the 74X and 76X versions of this PR, and they have already been merged.

The code changes are satisfactory, and Jenkins tests against baseline CMSSW_7_5_X_2015-09-18-1100 show no significant differences. The bug was reproduced and the fix was confirmed for 74X, as mentioned in #11369.

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_5_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_7_6_X is complete. This pull request requires discussion in the ORP meeting before it's merged. @davidlange6, @Degano, @smuzaffar
