Adding a missing parameter for PU jet ID config, for use by analysts. There should be no change in RECO. #11428 and #11431 are the 74X and 75X versions of this PR, and they have already been approved by Reco.

Jenkins tests against baseline CMSSW_7_6_X_2015-09-22-1500 show no significant differences, as expected.
