Remove 'MuonErrorMatrixAdjuster' module

PR description:

This PR is created to remove a module that are not used anymore in production:
MuonErrorMatrixAdjuster from RecoMuon/TrackingTools.

• The issue is described in #37973.
• The deprecated module was implemented in 2007, but it was replaced in production by another module (RecoMuon/TrackingTools/interface/MuonErrorMatrix.h) before 2013.
• Files related with this module have been removed.

PR validation:

The proposed changes passed all code format and runTheMatrix tests.
