About the pull request
Allows for tool webbing to hold metal rod stacks, which makes tool web more viable for those intending to use engineering tools for surgical purpose. Also restores the original vest type which appears to have been accidentally switched some time ago and is much more aesthetic.
Explain why it's good for the game
Encourages people to use the less-powerful more-versatile engineering tool option, instead of "proper" surgical tools.
