This came about from the psycopg test suit.

Postgres allows this, but we do not:

cockroach

CREATE TABLE array_test (id INT8, col TIMESTAMP[]);
INSERT INTO array_test VALUES (1, ARRAY['2011-02-14'::DATE]);

pq: value type date[] doesn't match type TIMESTAMP[] of column "col"

postgres

CREATE TABLE array_test (id INT8, col TIMESTAMP[]);
INSERT INTO array_test VALUES (1, ARRAY['2011-02-14'::DATE]);

INSERT 0 1

Postgres allows a lot of these implicit conversion that we don't. If we're not going to fix them, we should at least give them an error code and a github meta issue.

roachtest: add test that aggregates orm blacklist failures

The spreadsheet we discussed is unwieldy - hard to edit and impossible to keep
up to date. If we write down blacklists in code, then we can use an approach
like this to always have an up to date aggregation.

So far it seems like there's just a lot of unknowns to categorize still.

Avoid using TIMESTAMP prefix for time.Time formatters.
ddb975f 
CockroachDB cannot do TIMESTAMP -> DATE implicit conversions, however STRING
-> TIMESTAMP and STRING -> DATE works.
