How to proceed with pending translations, especially for new languages? #2229

A long standing issue, with no structural solution, is the issue of getting your submitted translations approved. Several topics have been opened (e.g. #1518, #1499, #1065), but still no structural solution is available. As an example I have 8 pending translations, 4 of which are pending for more than 2 years already. The issue is especially apparent for languages which are recently added but for which few users exist to contribute. As an example take Factor. I would love to add to the pool of available Factor problems by translating existing Katas, but it's very difficult to get translations approved if so little people are learning the language. And less available Katas in a language will lead to less and less people becoming interested.

Can you please pick up this issue and seriously consider any solution that would improve upon this situation? I think my proposal #1518 is reasonable, but I wouldn't mind any other solution that would work.
