Add to pinning

@wolfv As discussed, I'm opening this issue to discuss the pinnings that we need to add.
As I'm not familiar enough with min_pin, max_pin, lower_bound, upper_bound etc. it would be nice if you could make a suggestion and I'd be happy to add the pins or confer with or-tools if we have a different pinning than them.

I think all we need is to add the or libraries like this:

coin-or-utils:
- 1.74
coin-or-...:
- 2.4

We should use as many x.x.x.x.x as numbers in the run-exports. I think we use x.x for the run exports pinning, so we should use x.x -> 2.4 etc.

PR is in conda-forge/conda-forge-pinning-feedstock#2080 but we need conda-forge/coin-or-cbc-feedstock#11 which is failing for an unknown reason.
