In the Gaia Docs, there's a large section dedicated to governance, proposal types, and the way people are expected to think and engage with governance. Governance has undergone massive changes in the last year and new examples, tutorials, and information is not represented.

New governance participants in the ecosystem will need to access up-to-date information to make the process more accessible. Governance is expected to change after Rho and ICS, but the legacy content will continue to be relevant. Governance being inaccessible to newcomers contributes to the Hub's direction feeling like a walled garden, and that is not in line with the ethos of the Interchain.
