Relational fields should load elements in the current site by default, if the source isn't localizable #7048

When loading related elements from a source element, the related element query will be set to the source element’s site by default.

But if the source element isn’t localizable (e.g. users), then the default behavior should probably be changed so the related element query gets set to the current site instead, since the template didn’t ever choose to load the source elements in the primary site (which is where all non-localizable elements get stored).
