Release 3.7.7

Based on upstream ccache version 3.7.7 plus early Visual C++ support.

I have tested ccache with CMake and Ninja in Release mode. This is currently the only use case supported.

Later edit

The branch that I've used to make the release is master and not 3.7.7, and master branch has gotten C++ support.

Please be aware that master branch has not been used as a base for a release, and it might contain bugs.
