Desired Outcome

Remove dependencies on gopkg.in/yaml.v3 prior to v3.0.1

Implemented Changes

• Updates conjur-api-go to 0.10.1
• Updates github.com/hashicorp/terraform-plugin-sdk to 1.17.2 (does not remove all indirect yaml.v3 dependencies)
