fix: make vite dev server open on a free port #15756

User facing changelog

vite-dev-server picks a port to run. Before this PR, it always ran on port 3000 even if it was occupied.
We now use https://github.com/sindresorhus/get-port to determine an available port.

Additional details

Error was discovered by running both the cypress documentation and the vite server both running on the same port.

How has the user experience changed?

Now a smaller chance of flake in running tests on vite-dev-server
