What
This PR implements voltage limits for each EGMP battery. It also raises the polling speed from 500ms -> 200ms , and cleans up some unused codeblocks. Finally, it adds ramping down power when SOC% starts to go over 90%

60 seconds after startup, we count each cellvoltage, and if we land on 144/180/192 cells, we set the voltage limits accordingly.
