remove no_wildcard_variable_uses; improve testing

• remove no_wildcard_variable_uses (we can re-add this once the package supports dart 3.1)
• improve testing for the package - ensure we test this against our lowest supported sdk version
• address a lint for 3.0.0-beta requires Dart 3.1 core#813
