fix(ingest/snowflake): loosen snowflake connector version requirement

SQLAlchemy version 1.4.42 removed a function that the snowflake package used - see snowflakedb/snowflake-sqlalchemy#350. Since snowflake-sqlalchemy 1.4.3 fixes that bug, we need to loosen our requirements to support it.
