resolves #68
This also makes the runtime layers simpler, by removing the branches. Instead those are pre-calculated as more explicit resolved config with multiple inputs.
Input and output layers will currently get reloaded completely on change.
Filter layers will get updated with the new config. It may be up to the filter to update some state.
