Added codespell as spellcheck tool for all PRs. The exeption for
chageis necessary, because it is a linux utility :DCorrection in
CHANGELOG.mdare currently not applied, because this file is autogenerated. I have updated all liked issues, so once the generator has run, it will also be correct. All other findings are corrected in this PR.
