Add support for (un)consolidated metadata and NetCDF and adds/refactors tests

  • EIS GPM IMERG has unconsolidated metadata. Even though we expect worse performance it would be nice to support unconsolidated metadata
  • Add support for visualizing NetCDF (I'm interested to compare performance of compressed vs uncompressed NetCDF cc @sharkinsspatial )

TODO:

  • test these changes locally
  • performance tests in tile-benchmarking
