--proposal-path
of thesns make-proposal
command now takes the binary encoding of the proposal candid record (instead of the textual representation). This is more convenient for providing proposals that need to be auto-generated (e.g., because they contain large binary payloads) as the generator can simplyEncode!
the Rust struct for the proposal rather than messing with candidIDLValue
