This change, which should have no user impact, improves the type for a local peer callback. This is one of the last remaining changes required to enable the [strictFunctionTypes] TypeScript compiler option. [strictFunctionTypes]: https://www.typescriptlang.org/tsconfig/#strictFunctionTypes
