It is not required for conformance (only handling receiving conf data is).

It's neither required, nor useful. Prefer lowering transmitted ASDU size on bad channel.

2.x will retain support for this, but 3.0 won't have it as opendnp3 goes into maintenance mode.

This feature has caused a lot of issues and the interaction with the transport/app layer is poorly specified in the spec as well.
