Fixes inconsistencies with cloud shadows and terrain shadows on cubemaps.
Fixes skylighting not applying to first person specular.
Corrects the UAV definition for better gpu compat.
Detects world vs reflections to disable a lot of pointless code running on cubemaps.
Makes water reflections match vanilla properly.
Detects HideSky on worldspaces to remove redundant code being run in those areas.
Forces water settings because people keep on reporting issues with glass-like reflections.
