This PR implements

  1. the remaining AVX2 intrinsic (except new Avx2.BroadcastScalarToVector128/256 overloads). close https://github.com/dotnet/coreclr/issues/16653
  2. new APIs added by Add all integer overloads for AlignRight/BlendVariable and unsigned overloads for MultiplyLow #19420

Using literal needs explicit cast and unchecked, Convert.ToInt16(string, int) may be more clear?
