Support for insecure docker registries #17

When testing portainer or testing image builds against a registry that doesn't have SSL enabled (e.g for development) docker now requires you use the --insecure-registries command line argument to the docker daemon.

Passing --insecure to portainer will enable this, but it is not enabled by default.
