"Scoia'tael presence pops up way too often and everywhere,I played Skellige once and all the islands had the modifier,got swarmed with peasant revolts every 6 months then I gave up.
Tried Nilfgaard,same thing happened,Scoia'tael everywhere and soon the empire was swarmed with peasant revolts from Vicovaro to Cintra,its gamebreaking."

Also revolts appearing for elves, and appoint commander of Special forces decision showing up for elves?

The bug was due to special force commanders being bugged, so Scoia'tael presence was never removed.
