"windows-latest" for GitHub CI caused issues and we switched to "windows-2019".
Reminder to check whether the issue has been resolved...

Note: End-of-life for Node.js v12 is 2022-04-30

After that we should remove v12 and use windows-latest again for CI testing.
At the same time we can add Node.js v18.
