Description

Decide and document approach for handling dynamic services in a snap environment.

These services are implemented outside of the core EdgeX snap and need secret store tokens.

ADR to cover how the secret store tokens are are created and distributed to the companion snap.

ADR also needs to cover core services that are not started by default and may be started hours after their secret tokens are created.

ADR should also cover how a remote device service can obtain a secret store token.

With this being bumped out of Ireland does this happen often enough to warrant being documented?
