Erratic premature disabling of down-programmer on output off with INHibit #187

When INH input is used to control channel's output states (separated, in tracking or coupled mode) down-programmer is instantly (prematurely, since it's set with DP_OFF_DELAY_PERIOD constant that is higher then zero) disabled. I cannot find a pattern of such erratic behavior. Following screenshots displays how it looks like.

It's also possible to see it on in YT view (4) with fast refresh rate (e.g. 20 ms). Inhibit polarity is positive (Pin 1).
