Add support for DISPlay SCPI subsystem commands as described in SCPI reference guide

When DISP is OFF, turn off completely display after displaying info message for a few seconds (like with entering standby mode). When DISP is OFF flash standy LED using the following pattern: on: 200 ms - off: 1300 ms

Output ON LEDs (green) are also also switched off when display is switched off.
DISP:BRIG, DISP:VIEW, DISP:TEXT, DISP:TEXT:CLE are still not implemented.
Transition to display off can be make by gradually decreasing DISP:BRIG from currently set value to zero.
