Create a document to link from "docker image source code" on https://www.docker.elastic.co/.

With #1543, the way docker images are built for APM Server will be changing. It turns out, there is no current documentation on how to build those images anyway - just a link pointing to https://github.com/elastic/apm-server-docker.
