Fix TF_VAR_apm_server_tail_sampling for scheduled gh actions

Motivation/summary

A regression from #14985 causing nightly benchmark to fail.

The root cause of regression was that scheduled GH actions ignore workflow_dispatch defaults.

For functional changes, consider:

• Is it observable through the addition of either logging or metrics?
• Is its use being published in telemetry to enable product improvement?
• Have system tests been added to avoid regression?
