1430: fix combobox item selection in IE11

Summary

Fixes #1430

IE11 doesn't include relatedTarget on onBlur events (it's a non-standard property on that event). relatedTarget is included with onFocusOut but React doesn't support that event. This change manually manages the focusout event handler through ref updates, so IE11 provides the necessary data.
