[embeddable] remove registerEmbeddablePlacementStrategy (#203832)

registry replaced with [Dashboard panel placement registry](https://github.com/elastic/kibana/blob/8.17/src/plugins/dashboard/public/dashboard_container/panel_placement/panel_placement_registry.ts) and this is dead code.
