  1. Add a "ignore global filters" option to the query based annotations as new control in the UI (and propagate it in the esaggs underneath).
  2. Make sure to modify TSVB -> Lens code to also pass the ignore global filters setting correctly to Lens when converting.

I am reopening this one as it's only partially done in the mentioned PR. The idea is to add a ignore global filters boolean option and for now we only have set ignoreGlobalFilters:true as a default without possibility to turn it off.
