[grunt/collectFilesToCommit] fix the broken "pathsToIgnore" filter #7026

A "pathsToIngore" filter was introduced that didn't work properly and caused all paths to be ignored. This behavior was likely intended to prevent snake_case filename checking on files in the webpackShims directory but that is being properly handled by check_added_filename.

Hmm, on master, and on this branch I am able to add a file such as src/ui/noSnakeCase.js. I don't think you should fix that necessarily in this pull, however, we should take note.

Besides the aforementioned issue, which makes it hard to test this, this LGTM.
