What does this PR do / why do we need this PR?

Upgrades fluentd to latest version.
Seperates fluentd-forwarder(fluentd-elasticsearch) and fluentd-aggregator.
Add fluentd namespaces to be excluded in gatekeeper as fluentd requires to access tmp folder (this is useful for when we decide/start to use the same helm chart for both forwarder and aggregator. It also enables adding plugins through the helm templates instead of building a new image.

Great that fluentd is finally getting upgraded 😄

My devcluster is a bit of a mess right now, but I'll try to get it sorted and test this out.
