This is great but could you add a note (and link) about it in the DATA_SOURCES.md file as well before we merge it?

No problem! I'm going to bed now but I'll merge this first thing in the morning (assuming the update is in by then 😉).

Temporary data source until https://www.eia.gov/electricity/data/eia860M/ catches up with balancing authority coal retirement in US-FLA-TEC zone
