Synapse failed to be available on http://10.10.0.2/ during CI nightly run

The synapse failed to start for some reason; investigation starts with access to the logs to identify why this wasn't running (or if it was running, what was wrong).

This has failed two runs in a row, so something is evidently a problem here.

I think i'll actually finally do the "make a github action to run synapse" task then...

The change to the synapse GHA in #5498 will fix this issue - we're now in control of the action entirely.

We've deployed the action and this now works again.
