This section could probably do with a lot more editorial attention, but for now this is all there is in terms of documentation. The field is already returned by Synapse:

last_seen_ts was introduced in matrix-org/synapse#16218

Please note that this version of Synapse drops support for PostgreSQL 11 and 12. The minimum version of PostgreSQL supported is now version 13.

No significant changes since 1.122.0rc1.
