Describe What Is Incomplete
The implementation of Xgit.PackReader (see #319) doesn't support V2 pack index files that have 64-bit offsets.

Definition of Done
Xgit.PackReader correctly reads packs with >2GB of data.

Punt on support for 64-bit offsets in V2 pack index files for now.
